Siliguri-Jalpaiguri Development Authority (SJDA)
 
SJDA is a Development & Planning authority entrusted with the task of Planning & Development within its planning area in the interest of common people. SJDA’s prime concern is development in the planning area as per felt needs of the residents of that area. It also undertakes economically viable projects to ensure smooth sourcing of funds for utilizing the same in some economically non viable but otherwise desirable projects in public interest or for development of infrastructure.
 
SJDA has been established in 1980 under the West Bengal Town & Country (Planning & Dev.) Act, 1979. The SJDA Board now consists of 14 (fourteen) members including Chairman. The term of the Board is normally three years.
 
Area Coverage
 
At present, the total area is 1329.89 sq.km., covering areas of C.D. blocks of Siliguri, Matigara, Naxalbari & and a part of Phansidewa in Darjeeling District and Jalpaiguri Sadar, Rajganj & Mainaguri in Jalpaiguri District. Jalpaiguri town is 45 Kms away from the Siliguri town. As per 2001 census the population of the SJPA was 1.58 million. All the areas within the Siliguri Police Station & Naxalbari Police Station and 50 nos. of mouza of Phansidewa P.S. in the district of Darjeeling excluding the areas declared as reserved or protected Forests. All the areas within Rajgunj Police Station & 14 no. of mouza of Maynaguri P.S. & Kotwali Police Station in the Sadar Sub division of the district of Jalpaiguri along with the West bank of the river Teesta excluding the areas declared as reserved or protected Forests.
 
Power and functions
 
The functions of the Authority is to prepare and enforce a Land Use and Development Control Plan (LUDCP) to prescribe use of land within its area, to prepare development plan for the area and execute these directly or through other agencies, promote industries and housing and commercial complexes develop infrastructure like road, electricity, water, sewerage and drainage, and help creation of social infrastructure to co-ordinate development activities of all departments and agencies of the State Government or local authorities operating within the Planning Area.
